　　OMEGA usually does not re-consider a previously rejected submission,unless either of the following conditions apply

　　1)The editor explicitly offered the authors the option to resubmit their manuscript if the criteria that led to its rejection have been removed.

　　2)Authors have significantly revised the rejected submission,resulting in a new submission.Authors must state in their cover letter that this is a submission based upon a previously rejected paper(OMEGA manuscript number),and that the paper has been substantially re-written.The similarity with the rejected submission should not exceed 30%.

　　3)The authors believe that all the negative reviews are categorically wrong.In such a case,a detailed rebuttal must be provided.Before re-submitting the rejected paper,the authors must get an approval from the Editor.
